🧑‍🎤 Ford Mondeo Dashboard Not Working

The first thing I noticed before leaving, was the front passenger Door Edge Protector was not working properly (so much for Ford quality control), however, this was fixed when the spare parts arrived a month later, suprisingly, it took the mechanic 2hrs to fix. I have a Ford Mondeo HC 1998 GLX sedan. the dashboard heating vents are not blowing everything else is working including air con. I noticed bits of a fine rubber/latex black film blowing out of the other vents.any thoughts what it could be and what is wrong please?
